For China and Taiwan, a free-trade pact would usher in a new phase of cooperation after decades of hostility. The two sides are calling the potential deal “ECFA,” which stands for Economic Cooperation Framework Agreement. ECFA would lay out the structure and objectives for settling a more formal free-trade agreement. It’s a key part of the platform of Taiwanese President Ma Ying-jeou:

“This actually has 3 parts: tariff reduction, investment guarantees, and protection of intellectual property rights. And this policy will be very beneficial to Taiwan -- not only to increase exports, but attract more foreign direct investments from abroad.”

A government-backed study estimates ECFA would increase Taiwan’s gross domestic product by 1.65%, and create 263,000 jobs. Taiwan’s opposition parties fear a deal could threaten the island’s independence. Taiwan considers itself a nation; China believes it’s a renegade province.

“If we sign the agreement today, we will be selling ourselves - we will be downgrading our sovereignty. I think the most important thing is to make public the agreement, and deal with it rationally and professionally. “

Some Taiwan companies fear their markets could be flooded with cheap Chinese goods. President Ma thinks ECFA could open the door to free-trade agreements with other economies as well.

The opposition is calling on the government to hold a public referendum on ECFA. A decision on whether to proceed with a vote is expected on June 3rd.

“오늘 이 협정에 서명한다면 우리 스스로를 파는 행위가 될 것입니다. 우리 주권을 격하시키게 될 것입니다. 가장 중요한 것은 이 협정을 공론화하고 이성적으로 전문적으로 다뤄야 한다는 것입니다.”

일부 대만 기업들은 이번 협정으로 인해 시장에 값싼 중국 제품들이 밀려들 것을 우려하고 있습니다. 마총통은 ECFA가 다른 경제권들과의 자유무역협정을 물꼬를 틀 것으로 기대하고 있습니다.

야당은 정부가 ECFA에 대한 국민투표를 실시할 것으로 요구하고 있습니다. 투표를 진행할지에 대한 결정은 6월3일에 있을 예정입니다.
