This nurse, Soledad Artacho, is among the 2 -1/2 million government workers whose salaries are being cut due to Spain’s austerity plan.

“I feel bad that it’s us who are paying for this. But we’re not to blame - it’s the financial managers and politicians, who didn’t know how to control what was happening.”

A single mom, she’s paying for her daughter at a university, a mortgage and other bills. But she’ll lose nearly 5% of her salary, 130 euros, or $155 per month for the rest of the year. And her reduced salary will be frozen at that level next year.

“Civil servants with stable salaries could boost consumption to a healthy economic recovery, but I think consumption will decline now.”

She plans to reduce spending for vacations and clothing for starters, but much broader cuts are what Prime Minister Jose Luis Rodriguez Zapatero has in mind for his 15 billion euro, or $18 billion, austerity plan. A freeze on pensions, cutbacks in major public works projects and aid to families also a part of the plan.

The Spanish parliament, sharply divided despite the nation’s big deficit and debt, and shaky Madrid stock market, approved the austerity plan by just a one-vote margin.

But there’s no doubt in Artacho’s mind that she’ll be at the union protest on Tuesday.

“We have to let the government know we are against these measures. They are unjust. We have to take to the streets; if not, they’ll think it’s normal.”

Normally, the Economy Ministry works hard to solve Spain’s financial problems, but on Tuesday, the Ministry’s civil servants could also be on strike. Government workers will demonstrate here, in front of the Economy Ministry, twice on the day of the strike - in the morning, and again in the afternoon, to make sure the government hears their message loud and clear.

솔리대드 아타치오라는 이 간호사는 스페인의 긴축 정책에 따라 월급이 깎인 250만 공무원 가운데 한 명입니다.

“우리에게 책임을 지우는 것이 기분 나쁩니다. 그렇지만 이번 일은 우리 탓이 아니라, 위기 관리에 실패한 재무 책임자와 정치인들 탓입니다.”

미혼모인 그녀는 딸의 대학 등록금, 주택대출 이자 및 기타 공과금을 내고 있습니다. 그러나 올해 남은 기간 동안 그녀는 월급의 약 5%인 130유로, 155달러 가량을 매달 덜 받게 되고 이 깎인 월급은 내년에도 같은 수준으로 동결될 예정입니다.

“안정적인 월급을 받는 공무원들이 소비를 진작시켜 탄탄한 경기 회복을 이끌 수 있지만, 이제 소비가 위축될 것 같습니다.”

그녀는 우선 휴가와 의류 소비를 줄일 작정이지만 호세 루이스 로드리게즈 자파테로 총리는 150억 유로(180억 달러)의 긴축 정책을 통해 더욱 광범위한 삭감을 단행할 생각입니다. 연금 동결, 주요 공공 사업 프로젝트 및 가족 지원 규모 축소 등 역시 이 긴축 정책에 포함됩니다.

막대한 국가 부채와 재정 적자, 불안한 주식 시장에도 불구하고 첨예하게 둘로 나뉜 스페인 의회는 불과 한 표차로 이 정책을 통과시켰습니다.

그렇지만 아타치오는 화요일 노조의 파업에 참여할 뜻을 분명히 하고 있습니다.

“우리는 우리가 이 불공평한 정책에 반대하고 있다는 것을 정부에 알려야 합니다. 거리로 나가야 합니다. 그렇지 않으면 정부는 당연하다고 생각할 것입니다.”

평상시 경제부는 스페인의 재정 문제 해결을 위해 애쓰지만, 화요일에는 경제부 공무원들도 파업에 나설 수 있을 것 같습니다. 공무원들은 자신들의 주장이 정부에 좀더 크고 분명하게 들릴 수 있도록 이곳 경제부 청사 앞에서 오전, 오후 한번씩 시위에 나설 예정입니다.
